HPSC HCS 2026 Eligibility Criteria

Educational Qualification

Candidates must possess a Bachelor’s Degree in Arts, Science, Commerce, or equivalent from a recognized University or Board.

Important Points:

• Professional degrees like B.Tech, B.E., BBA, BCA, etc., from UGC-recognized universities are also considered equivalent
• Final year students can apply if their results are declared before the closing date (26 February 2026)
• All certificates/documents must be issued on or before the closing date
• For DSP post: Additional physical standards as per Haryana Police Service Rules, 2002 apply

How to Apply for Haryana Civil Services 2026?

Step 1: Visit Official Website

• Go to hpsc.gov.in

Step 2: Registration

• Click on “Apply Online” for Advertisement No. 22/2026
• First-time users: Register using Mobile Number & Aadhaar Number
• Existing users: Login with Registration ID and Password
• Verify OTP sent to mobile and email

Important Rules & Instructions

10% Disqualification Rule (Critical)

HPSC has a strict 10% rule for disqualification:

• Every question has 5 circles (A, B, C, D, E)
• Candidates MUST darken at least one circle for every question
• If you attempt less than 10% of total questions, you will be directly disqualified
• If you don’t know the answer, darken circle ‘E’ to avoid disqualification
• Even blank/unattempted questions count towards disqualification if below 10%

How to Avoid Disqualification:

• Mark all questions, even if you don’t know the answer
• Use ‘E’ option as a safe choice for unknown answers
• Never leave questions completely blank

Other Important Instructions

1. Aadhaar Mandatory: Aadhaar number is required for registration. Ensure your Aadhaar details match with your 10th certificate.
2. No Corrections: Once the application is finally submitted, no corrections or modifications will be allowed. Fill carefully.
3. One Application Only: Candidates should apply only once. Multiple applications will lead to rejection of candidature.
4. Service Preference: Choose service preferences carefully during application. This will matter during final allocation.
5. Domicile Certificate: Haryana domicile certificate is mandatory for claiming reservation benefits under SC/BC/EWS categories.
6. Admit Card: Will be available online only, approximately 7-10 days before the examination. No physical admit cards will be sent.
7. Answer in Own Hand: Candidates must write answers in their own handwriting. Use of scribes is allowed only for PwBD candidates with prior permission.
8. Qualifying Marks: Must secure minimum 45% aggregate in all written papers of Mains, plus minimum 33% each in Hindi and English papers.
9. Character Verification: Selected candidates will undergo police character and antecedents verification before final appointment.
10. Medical Examination: Final selected candidates must pass medical fitness test as per Haryana government standards.
